Managing the three Pillars of HR, Finance and Supply Chain Management

Bill Tipping is an acknowledged procurement and strategic contracting expert, specialising in public sector issues. Tipping is a graduate of the cabinet office “Public Sector Leaders Scheme” and was Head of Procurement at the Department for Business and Enterprise (DBERR) for four years (2003-2007), being widely credited with professionalising the Departments procurement and contracting activities. He has contributed to a number of UK policy reviews including NAO reports and the Gershon review of Civil Government procurement.

He is a Fellow of the Chartered Institute of Bankers and Member of the Chartered Institute of Purchasing and Supply and holds degrees from Thames Valley University and The University of Glamorgan Business School.
